(b) When selecting unemployed district residents in the first source register for interviews for all jobs covered by each employment contract, the mayor must include in each project or contract receiving public assistance in the total amount of 300,000 to 5,000,000 USD, a provision according to which at least 51% of new employees, who are hired for work on the project or contract, are district residents. Collective agreements are not the basis for waiving this requirement. (5) « State-supported project or contract » means any construction or non-construction project or contract receiving funds or resources from the District of Columbia, or funds or resources managed by the Government of the District of Columbia in accordance with a federal grant or in other forms, including contracts, grants, loans, reductions or tax exemptions, land transfers, land injunction and development agreements, tax increase or biation financing that is valued at USD 300,000 or more. These plans shall be evaluated and evaluated by the Mayor on the basis of the criteria set out in subparagraphs (I), II) and (III) of this paragraph. The evaluation represents 10% of the total points of the offer or proposal. The employment plan shall contain the following elements: (II) A description of the efforts made by the tenderer or tenderer to provide residents of the district with permanent employment and training opportunities after work at the workplace for which they were originally recruited; and (9) `indirect labour costs` means all costs, including wages and benefits, which are part of operating costs and are related to the recruitment and employment of personnel assigned to tasks other than the production of products. (1) Priority to unemployed district residents in accordance with Article 2-219.01(6)(A); and within 120 days of 24 February 2012, the Department of Employment Services makes available to the public on its website all employment contracts concluded in 2009 via this website and makes available online all future employment contracts, their compliance status and the contracts or first source Compliance Officer awarded by the project or contract and their contact details. . . .
